Update libbpf-rs to latest #114

The currently version libbpf-rs is 3 months old. The upgrade was previously blocked by libbpf/libbpf-rs#982 and some code changes are required due to what's mentioned in libbpf/libbpf-rs#1017. This work is already in progress in https://github.com/javierhonduco/lightswitch/tree/libbpf-rs-upgrade-v2, but requires cleaning it up and making sure that it's not unsound. Now that there's a new release including all these changes it's a good time to land it.
