Updated to low priority: you can use the built-in "archive" functionality to simulate this behaviour.

Archive is very different I would say. “Favorites” partition is intended to pin selected high priority chats on top, but rest of the chats do remain on the same screen. Whereas, Archive takes the chats to a new window. So, the functionality is radically different in my opinion. Would be quite inconvenient to open the Archive window every time one needs access to ‘not favorite’ chats. Hope you get what I mean
