Same as jenkinsci/docker-agent#475 but concerning both nanoserver and windowsservercore images in this repository.

Expected Results

Having the Windows base image flavors corresponding to the ssh agent flavors.

Actual Results

ltsc2019 images are based on 1809 Windows images.

Note: currently preparing a refactoring to get a build process like jenkinsci/docker-agent#459 fixing most of the last issues.
