What you need to do when upgrading to apscheduler 4

apscheduler 3.x requires tzlocal to be 2.x, but since apscheduler 4.x will change to require tzlocal to be 3.x, the following modifications need to be made.
Note that apscheduler 4 has not been released yet.

setup.py and requirements.txt

apscheduler>=3.3.0,<4.0 to apscheduler>=4.0.0,<5.0.0
tzlocal<3.0 to tzlocal>=3.0,<4.0
