Repos to drop from /jetty-project/ org

This is the plan of repos from the https://github.com/jetty-project/ organization that will simply be dropped and not moved to this new https://github.com/jetty/ organization.

These all fall into the following categories:

• Dead codebases that never went anywhere.
• Incomplete projects.
• Forks of other repos that we don't need to preserve.

https://github.com/jetty-project/h2spec-maven-plugin is maintained and used in our build up to jetty 12.
there are regular releases of it.
this is not a fork but a rewrite the initial one was dead
