Add properties to the artifacts during build promotion or interactive build promotion

Is your feature request related to a problem? Please describe.
Cannot add properties to the artifacts of a build during build promotion or interactive promotion registration, although this capability is offered by the Artifactory REST API.

Describe the solution you'd like to see
Enhance declarative pipeline steps 'rtPromote' and 'rtAddInteractivePromotion', and the corresponding scripted pipeline methods, to accept the properties to be added to the artifacts of a promoted (or to be promoted) build.

We highly recommend switching over to using the new JFrog Release Lifecycle Management Solution, which serves a superior replacement for the legacy Build Promotion functionality.
It is supported by JFrog CLI. We recomment using it with the new Jenkins JFrog Plugin.
