macos and Windows installer CI build failed 2024.03 release

Congratulations for releasing the 2024.03.01 release.
Unfortunately, macos and Windows installer failed to upload the release package.

@joncampbell123 Can you try re-running the failed jobs?

@joncampbell123 Thanks for trying. It seems we have to re-run all the jobs for Windows installer.

The upload error of macos version seems to be due to lack of permission. PR #4862 fixes the problem.
Since intel mac version is uploaded already (I assume it was done manually), we don't have to re-run the job at this time.
