python: fpm should try python3 executable if it's available #2089

Currently, fpm defaults to running python when invoking python things. On many many systems, python 3.x is available via python3 in the system PATH. This should help fpm make the right decision by default on most systems.

It should keep trying python first, but if not found, try python3
