Wow IE8 in 2018!

Add <!DOCTYPE html> as the first line of your HTML

If you look at my screenshot, it will be DOCTYPE HTML > is in the first row.

I had the same problem with IE 11. Try to turn off compatibility mode.
tools -> compatibility view settings -> display intranet sites in compatibility view, must be turned off
