Debugger panel doesn't open when clicking debug icon

Description

When clicking the debugger icon in Lab, the debugger side panel automatically opens. I would expect similar behavior in Notebook (v7.2.2), but I instead need to toggle whether the side panel is visible separately. (Perhaps this is intended behavior, but given the deviation from the behavior in JupyterLab, I'm guessing it might be a bug specific to Notebook.

Reproduce

• Click the debugger icon in the top bar
• Debugger engages, but the debugger view in the right panel isn't shown.

Expected behavior

Engaging the debugger should open the debugger panel, similar to JupyterLab

Context

• Operating System and version: Ubuntu 24.04
• Browser and version: Chrome 129
• Jupyter Notebook version: 7.2.2
