Require Chrome 130 and Electron 33.0.0. So I plan to address this issue after 2024-10-15

In #715, I have fixed Google Chrome. Not for vscode and signal. However they need to requires the electron udpates. It should be done in another issue or commit. I can close this issue with the merging GH-715
