Vue.js v3 looks promising. Since we are just getting started, it might be a good idea to move into v3 now.

The main blocker is bootstrap-vue not supporting Vue3 yet

Jest itself should be okay, though - the Vue components can be tested with vNext of the official test-utils package and since Jest is just giving us the test harness and assertion constructs, it might be okay. Not sure
