add the following to CWMS-Vue.config (other path optional)

vmparam -Djava.util.logging.config.file=c:/tmp/logging.properties

inside logging.propertiese (start with copy from somewhere) add this line

usace.cwms.db.jooq.dao.CwmsDbTsJooq.level=FINEST
