Tasks for v1.9 release cycle

Tasks

Early in the cycle:

• Prepare main branch for development of the new release
• Remove previously deprecated code

If and when necessary:

• Bump the Kubernetes version

Late in the cycle:

• Bump dependencies
• Create the new release branch
• [opt] Cut beta/rc releases
• Cut the minor release
• Notes for this release:
  • Clearly signal the removal of v1alpha3 and v1alpha4. Include the requirement that all CAPV clusters created before v1beta1 must pass through a v1.8 minor release greater or equal to v1.8.2. For more information see: Removing v1alpha3 & v1alpha4 apiVersions #2165

Continuously:

• Reduce the amount of flaky tests
