🌱 Add laozc to CAPV reviewer

[laozc]

What this PR does / why we need it:
This PR adds myself (@laozc) to the CAPV reviewer list.

I've been contributing to CAPV project since July 2023.
I made a few changes with some feature and bug fixes.
I would like to continue with that in future with a new role as a reviewer to help the project.
