🌱 e2e: introduce and use KUBERNETES_VERSION_MANAGEMENT variable which builds kindest/node image on demand

What this PR does / why we need it:

• Introduces e2e variable KUBERNETES_VERSION_MANAGEMENT analog to CAPI
• Adds scripts (synced from capi) to build the kindest/node image for KUBERNETES_VERSION_MANAGEMENT if needed

TODO:

• bump KUBERNETES_VERSION_MANAGEMENT to v1.31.0-rc.0 to see if it actually works
