Ceph CSI provisioner should be upgrade

What would you like to be added

imho the ceph rbd addon should be removed, as it is based on the 2018 version:

• https://github.com/kubernetes-retired/external-storage/blob/master/ceph/rbd/examples/class.yaml
• quay.io/external_storage/rbd-provisioner:latest

If someone would like to maintain rbd here, it should be replaced with the ceph csi provisioner. https://github.com/ceph/ceph-csi

Why is this needed

The rbd provisioner without csi is very outdated.
