Current hypothesis is that it's because of the cluster mask (points_for_cluster_mask>0).

So on the basis of an initial investigation, it seems that you don't get cycles when points_for_cluster_mask is either very small or fairly large, and you do get cycles when it's in the middle.

They are happening now no more frequently than in KK1 so making this not be a blocker any more.

The test_synthetic_data now reliably elicits cycles in the final test (which has been temporarily set to skip).
