Document Testing Strategy for KLM

Description
There should be a Testing Strategy document for the Lifecycle Manager. It should include a description of all Github Actions available in the repository and scenarios for E2E workflows.

Reasons
We want to have a clear testing strategy for our contributors, it will reduce maintenance efforts for the components.

Acceptance Criteria

• Testing Strategy documentation is present
  • Brief description of what levels of automated tests are present (E2E, unit tests, etc.)
  • Testing tools and frameworks used in the repository)
• Document that includes a list of all Github Actions in the repository with a brief description of what they are responsible for
• Document that describes scenarios of the E2E workflow
