Original issue opened by @ajoaoff at kytos#129.

When a scheduled EVC is created, the EVC should be immediatly deployed if the schedule says it should be running. For example, it is 4:01 and the EVC is schedulled to be deployed at 4:00 and to be removed at 4:10. The EVC should be immediatly depolyed, but it is not.
