How to handle undeployed EVCs

I'm opening this discussion issue: How to handle undeployed EVCs. There are a few ways that have been mentioned in the last sprints.

1.  How many retries and how often in the scheduler? 
2.  Will we need any sort of buffering techniques to handle this?
3.  For EVCs that can't get deployed after over the retries limit, what are we going to do with these EVCs? keep increasing the retry delay overtime? 

If you guys remember or have other points please coment on this issue.
