Create UI for Token Governance

In order to implement first part of Token Governance we need a way to interact with Token Governance smart contract in bridge ui. Feel free to reference this issue as well as screen flow in Figma

Scope

• create new route that will list all proposals
• create route that will display proposal and allow to vote on/finalize them

Deliverables

• new working routes in bridge ui under "Governance" tab

Gain for the project

Members will be able to create new proposals, which will enchance holocracy procedure overall
