To adjust the display and selection of the workflow views in the admin pages to the Moodle 4.x standard...

Put the action links in a Third Navigation block, like here:

Replace the duplicate button by an icon in the workflow list, like here:

Add an pencil for the "edit" function to get directly to the edit workflow page.
