[4.14.1] Bug: desktop wallet has no way to set tx fee or RBF

As far as I could see there was no obvious way in the UI to set or increase the tx fee using the desktop wallet.
This will be a very bad user experience once the mempool gets full.

Thanks @fluidvoice, absolutely a feature we should add. The team is focusing on getting the code base of the extension in a place where we can start using it as the basis for a desktop wallet revamp. We have a few other priorities first, so we expect work to start on a revamped desktop wallet no sooner than Q2 of 2024.
