Restructure navigation, as needed, to reflect these priorities:

General Problem - what does Legion solve?
MLFlow (tranform, train, package, deploy)
Using: api, plugins, airflow
Contributors: dev env, build, deploy, test

Make:

Layout consistent - bulleted lists, in-page hierarchy, etc.
Capitalization consistent - in particular: Model vs. model...

Do another pass on Training vs. Trainer, etc, after the #1076 MR is complete.
