Can't import Users - SQL error in phpMyAdmin

I just searched and learned that the sql file doesn't import passwords, etc. But if anyone has an answer to my original question (below) please respond.

As well, should anyone have a solution for importing Woo customers with all required settings, i.e. passwords, etc. - other than a paid plugin, it would reduce my stress level.

I need to rebuild a clients WooCommerce site. I exported the wp_users table from the live site. It's 26kb in size. But when I go to phpMyAdmin in Laragon and try to import the sql file into any Woo site I receive the following error:

You probably tried to upload a file that is too large. Please refer to documentation for a workaround for this limit.

Any help appreciated.
