You can limit the scope of customer accounts to the website when the account was created, or make it global allowing the customer to log in to all websites and stores in the store hierarchy.
1.Open admin -> Stores -> settings -> configuration -> In the left panel, expand Customers and choose Customer Configuration -> Account Sharing Options
2. Set 'Per Website'' in Share Customer Accounts field
3. Tap 'Save config'
4. Flush Cache Storage
5. Open website X -> create account -> log in
6. Open website Y -> log in with account which was created on website X
7. Repeat 1-6 steps, but in 2 step choose 'Global'
Expected result
5.Account was created -> user logged in
6.Can't log in, error message appears
7.Logged in on website X and Y
Actual result
Per website option work fine.
I get an error message (attached) when trying to change to Global and save configuration.

Steps to reproduce issue
