每次重新启动的时候，代理模式都会切换到直连模式

复现步骤 / Step to reproduce

先把代理调到规则模式，然后退出应用，重新打开应用它就会变成直连模式了，或者代理为规则模式，到第二天他就会自动变为直连模式

预期行为 / Expected behavior

代理模式不会自动切换，比如我现在的代理是规则模式，那么无论是他过了几天，或者是我退出应用再进入应用，他的代理应该还是规则模式

实际行为 / Actual behavior

代理模式会自动切换，比如我现在的代理是规则模式，那么到了第二天，或者是我退出应用再进入应用，他的代理就会变为直连模式
