Request For New Code for Other Games or Emulation

I suggest to this code for beatmania IIDX d.i.y project..
about on LED light if the button will be pressed the light will be turn ON without Game used.
And about on encoders when i tried on beatmania IIDX Infinitas same with other emulator like MAME and Gameboy.
While spin the Encoder the song selection movement is so fast and non stop scroll in small or big amout spin the encoder.
