EvE Online install fails vcrun2017 with long string of 0024:err:module import_dll Library ... not found

Had previously installed wine-stable per winehq instructions. Will attempt to wine install vcrun2017?

I had this working yesterday so unsure what has flubbed it up since..?

What all needs to be installed from fresh install for this to work besides wine & lutris? graphics drivers? Microsoft visual basic? None - it should be working?
