TODO: 403's on jira api calls should indicate to user they do not have permission #6

Currently if the user does not have the ability to hit the dev-status api it will return a 403, and the extension will continually retry every 1.5 seconds

@macleanjr what should this display to the user? Should it just error into the console?

@grobolom Definitely in the console, but I was also thinking about still injecting the PR icon into the JIRA card and maybe coloring it light red with hover text saying "unable to access associated PR's" or something along those lines... but the console would be enough for me to close this issue.
