GeoIP configuration "Download Library" button fails: "Can't download file."

I have installed the GeoIP module in Magento v.2.3.2, then in Stores -> Configuration -> Mageplaza Extensions -> GeoIP
(with Store View: Default Config)
when I click the button "Download Library" I get the error:

Can't download file. Please try again! Warning: fopen(): Filename cannot be empty in /public_html/app/code/Mageplaza/GeoIP/Controller/Adminhtml/System/Config/Geoip.php on line 95

I have not enabled GeoIP (because there is a warning: "Please download library before enabling GeoIP").
