Creating this issue to track the requirements for the Ubuntu base playbook.

User management for Admins outside FreeIPA FreeIPA #10
- Create user based on list of usernames stored in Vault
  - Add SSH key for each user
  - Optional: Allow for password auth by inserting password hash
  - Sudoers perms
