how to create a PR?

hey guys, I'm trying to add a new feature / fix (confirmation dialog to the cooldown button - too many times I clicked it by mistake).
my problem is:
I cloned the project, checkout to new branch from the develop branch, added my code and I cant push my branch to open a PR, how do I get permission to do it?
