Process disused stations

Include them in counts, but not in actual routes. Flag them like .active = False.

@Zverik Ilya, please develop your idea. Are there any benefits from counting inactive stations in comparison to simply ignoring them both in counts and actual routes?

Sometimes a station is temporarily closed, for a week or two. It remains on printed maps, but needs to be closed in OSM, since it would reflect the ground truth. Like it was with Fili line two years ago.
