If this extension is enabled, the forum switch in some parts to english by default, if you use differ one as english.

       'core.user_setup' => 'load_language_on_setup',

change to

       'core.user_setup_after' => 'load_language_on_setup',

Is this extension working in phpbb3.3.x?

This extension is not under active development. There is a fair number of forks, maybe one of these supports phpbb 3.3
