[IMPROVEMENT] Option to flag package to always upgrade without Admin privileges

Describe the improvement

Some packages refuse to be upgraded as Administrator (e.g. Spotify) e.g. when click "install selected as administrator". Option to flag these packages to install without administrator would be good.

Describe how this improvement could help users

Without this option you have to separately select packages to install with and without admin privileges.
