再新增一个菜单管理，区别与原先的权限配置，但必须来源于权限配置中的“菜单”类型，能够有更好的灵活性。比如，配置分组，分组是否默认折叠，配置顺序，重命名，单个菜单项允许在多个分组出现；可模糊搜索（名称或则支持中文缩写，如“权限管理”，可以搜索“qxgl”或“qx”定位）

再做一个补充，允许菜单项是外部链接配置。分组可配置自身的icon或logo

菜单需要建立模版，菜单的展示需要面向client（auth的客户端配置），比如ERP的菜单分给client1（对应ERP），APP端的菜单分给client2（对应某个APP）
