Noncentral chi-square distribution

Hello.
Is there any plan to add a class for noncentral chi-square distribution as IContinuousDistribution?
I have created a class for non-central chi-square distribution, which can be ported to mathnet, but it has the following issues

• The calculation of the cumulative distribution function requires a call to the following LGPL-licensed C code.

Should I pull-request this distribution, or should I continue to use it only for my local use, which would be more appropriat
