So as for the custom dimensions, the goals, the custom reports, would it be possible to add a management panel for the creation of the segments within the admin of Matomo?

This would be a good idea, as it could also allow users to easily see the creation date of their segments, rather than resorting to using the API for that information. I recently had a user wanting to view their segment creation dates.
