There is a reference to http://catb.org/~esr/faqs/smart-questions.html. I think that article has some issues:

It's a bit outdated; mailing lists, IRC, ...
It doesn't use a very friendly language (ie. "smart" vs. "stupid").
It's very long.

Could we find a shorter and friendlier article? This issue is not a plug for my blog, but I wrote https://jensrantil.github.io/posts/asking-good-questions/ which at least might act as inspiration.
