Remote ID Settings: Strangeness with respect to requiring a vehicle

Although remote id is a setting page not a vehicle setup page. It still requires an active vehicle to do things like operator id validation. This doesn't seem correct to me. It should only need an active vehicle to show the bit green/red indicator thingies. It's likely that the RemoteIDManager code should be split into some moving to the settings code and then the manager is for actively managing remote id on a vehicle.
