Creating this to track functionality needed to be backwards-compatible with https://github.com/Inphi/optimism-rosetta.

Parse deposits (implemented here)
Parse withdrawals
Support ERC20 token transfer via Construction API. Behavior must match optimism-rosetta for backwards-compatibility.
Support ERC20Votes delegation via Construction API. Behavior must match optimism-rosetta for backwards-compatibility. See this commit for the behavior.
