Certificate download not available when finalized by a teacher

The certitficate is not available for download by a teacher with editing rights when it has been finalized by an administrator/teacher.

If the certitficate has been viewed/downloaded by the student, it is available, but not in the case when it is finalized by another user with the privileges to do so.

This was possible in plugin version 2019111800 for Moodle 3.8.

When we updated Moodle to 4.1 and the plugin to version 2022112808, it stopped working.

We have conducted the following tests:

Moodle 4.2 with plugin version 2023042409
Moodle 4.3 with plugin version 2023100901
Moodle 4.4 with plugin version 2024042201
but none of them work for this option.

I only work on this in my spare time and do not have time to address every single bug or issue people come across unfortunately. What do you mean by another user finalising it? You mean they view it? That should not count as issuing it.

I mean that when the teacher or an administrator clicks to finish the task, before, the diploma was available for download by the teacher. Previously, there was an option for the teacher to download the application. It may be a change in behavior, but for those of us who used that function, we do consider it an issue. What does the teacher see now when they view the activity? Nothing? Can you screenshot that for me?

In this screenshot we see that the teacher has finished the custom cert (diploma) activity.

In this other screenshot, the same user does not have the certificate download available

Hello, the students have to download the certificate and then the admin o teacher can download all issued certificates. I was wondering if there is a function that allows the admin or the teacher to download all the certificates without the students have to click in the download button
