As convenient as the keyword shortcode is, setting up glossary keywords is an error-prone process that could be hugely improved by automation.

Some rough requirements (we'll refine these as we go along):

It should be possible to map multiple phrases to the same glossary term (e.g. 'Attachment' and 'Attachment Components' -> 'Attachment Component')
Keywords should automatically be inserted into html the first time they are used on a page
There should be a mechanism for us to explicitly indicate when a term should not be automatically replaced with a keyword
