if an alert fires when there is nothing to do - that is a bug in the alert

If there is nothing actionable to do based on the alert, we should probably just remove the alert.

Specifically, it probably makes sense to just drop the "DB Conflict Rate" alert altogether since there is not really anything actionable to do about it.

just dropping to say: agreed - un-actionable alerts should be removed!
