Improve notification handling for plugins

Related to #2703 - currently there are very few (possibly only one?) situation(s) where an error that could direct the user to https://mirrord.dev/docs/overview/teams actually does so in the plugins. For example, if the user enables the copy_target feature and disables the operator in intellij, this is the popup that gets displayed:

For links with query parameters (ugly), we should probably have buttons/ actions with the link embedded - this is already used for the multipod warnings
