Bug when rerunning the model if it hasn't been run the previous day

If you rerun the model more than once in a day when it hasn't been run the day before, the check in _cycle_rst_ini in ModelRun.py will fail (line no. 278). It will cycle the ini and rst files if ini file has more than one record.
This could be fixed by looking for the start date in the entire ocean_time record on the ini file, and handle this in a similar manner as we do for rst files.
