As per:

pywin32/win32/Lib/pywin32_bootstrap.py

Lines 11 to 14 in 842fbef

try:
import pywin32_system32
except ImportError: # Python ≥3.6: replace ImportError with ModuleNotFoundError
pass

ModuleNotFoundError can be used as a more precise error since Python 3.6
