Describe the bug
I have a custom People web part with almost 1990 results. I am using these filters on the query:
{searchTerms} Department:* AND -"SPS-HideFromAddressLists":1 AND JobTitle:* AND RefinableString116: Head office*.
I am getting good results on the first and last pages, but some pages in between are completely empty.

In this example pages starting from 282 till 305 don't display any results. Does anyone know the reason behind this?

The Department:* can be improved to be "must have a Department value matching one of the values in the Term Store Department Term set, see https://www.m365thinking.com/post/sharepoint-people-search-how-to-clean-up-your-results-by-excluding-accounts

Regarding the empty pages, have you tried to use the Network tab in the browsers developer tool to inspect the query and result set for those pages?
